Background:

Founded in 2001, CARDI (the Consortium for Assistance and Recovery towards Development in Indonesia) is a coalition of the International Rescue Committee (IRC), the Dutch refugee foundation Stichting Vluchteling (SV) and the Norwegian Refugee Council (NRC). CARDI’s clients are Indonesians affected by poverty, conflict and natural disaster in the provinces of Aceh, Yogyakarta, Central Java, Central Sulawesi, Maluku and North Maluku. By investing in Economic Development, Health and Children and Youth Initiatives, CARDI’s support provides resources that enable Indonesians to articulate their needs, advocate for change and affect improvements in their lives through social and economic entrepreneurship. CARDI also equips its clients with the ability to recover from disasters and conflicts, and prevent the reoccurrence of future conflicts, through Disaster Response and Mitigation programming. Four strategic, cross-cutting approaches—Advocacy, Rights, Good Governance and Gender—are evident in all CARDI programs, and ensure that change is both durable and sustainable. While still addressing basic needs for displaced populations and returnees, CARDI increasingly provides transitional, post-conflict recovery and development programs.

One of CARDI projects in Aceh is the construction of a clean water system in Lhoong sub-district in Aceh Besar to be funded partly by UNICEF and possibly AmeriCares. CARDI will support all 22 communities and 15 elementary schools in the area to address their environmental health needs through the provision of two new long-term safe water systems with individual household taps, the establishment and training of active water management committees in each village, training of Community Health Workers on hygiene awareness in each village and for each elementary school, construction of latrines and hand washing stations in schools, water quality testing with Sanitarians from local Puskesmas, and finally working side by side with local government agencies to increase their capacity to manage and maintain two large water systems.

CARDI is looking for an experienced water engineer who has both the technical and managerial skills to oversee the day-to-day implementation of the project. The Engineering Manager is the leader of the engineering field team at the field site. S/he is responsible for direct oversight and management of all activities under the UNICEF Environmental Health Project in Lhoong working with all stakeholders from district government to community level. The Managing Engineer will report directly to the Provincial EH Coordinator who has overall responsibility for the program. He directly manages the EH Manager and the Community Development Manager.

RESPONSIBILITIES:

Project Management Functions

- Act as key point of contact for the EH Coordinator other CARDI operational departments (administration, logistics, finance) on all issues related to the UNICEF Environmental Health Project in Lhoong Sub-District.

- Lead weekly team meeting to review all on-going and proposed projects to ensure that activities are proceeding as planned

- Act as technical representative on site capable of providing technical guidance on environmental health, water quality, sanitation issues

- Be able to lead team through decision making process about technical issues in the field and provide technical support and mentoring to build capacity of engineering staff

- Ensure that all activities are based on accepted principles of good engineering, science and public health, and meet or exceed internationally recognized minimum standards

- Implement systematic, comprehensive review of all engineering activity summaries and working files as they are prepared by the engineering team to assess feasibility, quality, accuracy, and completeness. Coordinate review process with EH Coordinator to ensure that engineering activities fit with the design of the UNICEF Project.

- Ensure SPHERE standards and other project indicators are attained in regards to water supply and sanitation

- Ensure that hygiene promotion staff are working closely with EH engineers so that hygiene promotion messages are delivered in conjunction with all EH projects.

- Assist with formation of simple, sustainable operation and maintenance plans and procedures for implementation at community level.

- Facilitate community/institutional linkages during all project stages.

- Work with community leaders, local government authorities, and other stakeholder groups to develop sustainable project planning, monitoring, and maintenance processes

Staff Management

- Ensure consistent management oversight and coordination for all staff of the project in Lhoong Sub-District.

- Closely supervise the work of the EH Manager and the Community Development Manager

- Assist in the orientation of newly arrived staff on the team

- Support the Provincial EH Coordinator with CARDI Performance Management System for all staff of the Environmental Health Project in Lhoong when requested

- Strive to improve and maintain overall team atmosphere and foster team-building relationships

Logistics /Finance

- Prepare purchase requests and follows CARDI procurement procedures

- Provide information to CARDI Administration, Logistics, and Finance Departments as requested to ensure smooth operations

- Provide information to logistics for tracking and identifying project assets

- Ensure that project materials, tools, equipment and vehicles are efficiently used

CARDI Representation

- Meet regularly with sub-district authorities to foster good will and support for all project activities

- Actively participate in sub-district coordination meetings with other NGOs and government and establish good rapport with local body authorities involved in EH sector

- Accompany donor to the project site, when requested

- Follow and enforce all CARDI codes of conduct and policies; report any violations to appropriate CARDI authority, and participate in preventative initiatives

Reporting

- Report timely and accurately to the Provincial EH Coordinator

REQUIREMENTS:

- Bachelors degree (or equivalent) minimum;

- Minimum of 2 years professional experience in water and sanitation facilities planning and construction in a development, refugee and/or conflict setting

- Experience working in the field, supervising work teams and managing daily labour

- Understanding of health and hygiene issues and related engineering interventions and working knowledge of SPHERE standards

- Computer literate (Microsoft Word, Excel and e-mail) is a must; CAD and database experience are assets

- Ability to work under pressure in a potentially unstable security environment

- Self motivated, honest, highly responsible, and punctual

- To be able to use initiative and make appropriate decisions

- Some work experience in Asia preferred.
