The Yogyakarta – Central Java Community-Based Assistance Program is an Australian Indonesia Government Partnership initiative in response to the 27 May 2006 earthquake in Central Indonesia, resulting in major devastation, in particular in the districts of Bantul in Yogyakarta Province and Klaten in Central Java Province.
In view of the ongoing program requirements, RHK Project Management is seeking for qualified and experience individuals to fill-in the following position of:
MCA Training Specialist

TERM OF REFERENCE
Post : Training Specialist
Report To : MCA Project Manager
Duty Station : RHK Main Office
Requirement:
a. First Degree in Anthropology, Social Science or Development Studies specializing in Community Development
b. 5-10 years extensive experience in community driven / engagement and participatory approach
c. An excellent communication skill both in report writing in oral speaking
d. Experienced in training and the facilitator on community development approach, strong experienced on developing training modules is compulsory. (Please provide a sample of training modules which has been develop on your previous work)
e. Experience in PPK or UPP under the micro-infrastructure and housing implementation program will be a great advantage
f. Working experience especially in post-disaster areas in project implementation, especially in community driven housing construction is a benefit.
g. Excellent skill in monitoring and evaluation (MONEV), knowledge in community monitoring and evaluation will be an advantage.
h. Expert with participatory MONEV methodology, such as PRA or the FGD methodology
i. Strong experience and networking with local stake holder
j. Long experience in post-disaster reconstruction program is a great added value.
Duty and Responsibilities:
a. Train the TOT (Trainer of Trainer) for the RHK in-house team as well as Implementing Agency facilitator to be able to train and organize the community on the Mobile Community Program.
b. Oversight the MCA Implementing Agency on the overall training activities and community participatory process.
c. Developing a training modules, role of game play and guidelines for community organizing both for the technical facilitator and community in collaboration with the Construction Manager
d. Along with the Community Engagement Manager Advise and endorse the overall training modules, public information materials which being developed by the implementing agency, providing a hands-on contribution in order to refine the product up to RHK’s standard;
e. Providing an evaluation toward implementing agency capacity in delivering the training, Asses the outputs of the training activities, measure the effectiveness of the training toward community behavior changes.
f. Ensuring the KPA (knowledge Practice and Attitude) is well integrated and delivered by each of the MCA implementing agency program.
g. Conducting an intensive capacity building process for each of MCA partners, ensuring the partners able to deliver an effective, clear an concise training approach which can be easily absorb and reflected by the community toward build back better and safer.
h. Advising, taking and active role in facilitating the team building for the MCA programme,
i. Advising the MCA Project Manager in the program implementation, assist the implementing agency and the in-house team to resolve and community organizing problems.
j. Advising and assisting a Housing Team Leader in daily management of MCA programme
k. Advising and assisting Housing Team Leader in establishing a institutional matchmaking between RHK, local NGO as well as well as with GoI Department
l. Assisting the MCA Project Manager in establish an institutional link with NGO which working in shelter sector
m. Working together with the Monitoring and Evaluation Officer in compiling the bi-weekly and monthly monitoring Strategic Result Framework.
n. Handling programs within MCA program as requested by MCA Project Manager.
