UNDP Indonesia's mission is to be an agent for change in the human and socialdevelopment of Indonesia. We aim to be a bridge between Indonesia and aldonors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on
HIV/AIDS, gender equality, and information and technology for development.
Context
Natural disasters are common and frequent phenomena in Indonesia; causing loss of lives and livelihoods, destruction to property and environmental damage. Indonesia is vulnerable to a high level of seismic activity with added risks of tsunamis. The country has more earthquakes per year than any other country; more than 500 volcanoes, 128 of which are considered to be active; susceptible to drought caused by a strong correlation with the El Nino/La Nina (ENSO) phenomenon. Added to this is the fact that there are over 5,000 rivers, 30% of which pass through high-density population centers and regularly cause floods - the most commonly recurring natural hazard in Indonesia. These conditions have made Indonesia one of the most disaster prone countries in the world.
In response to these challenges, the BAPPENAS and UNDP have designed the “Safer Communities Through Disaster Risk Reduction in Development” (SC-DRR). The project aims to make disaster risk reduction a normal part of the development process established in core functions of government as well as its public and private partners at all levels especially local communities where the most effective actions can be taken to reduce the physical, economic and social vulnerability to disasters. The ultimate aim of this project is to ensure that, over the long-term, development takes place in a way that disaster risks are considered and accounted for so that over time, a culture of safety becomes the norm in Indonesia leading to sustainable development and poverty reduction in Indonesia
The project includes four key outputs: 1) establishment of a disaster risk reduction policy, legal and regulatory framework, 2) establishment and strengthening of institutional systems that support decentralized disaster risk reduction integrated with local level development, 3) education and awareness programs established and strengthened to make development/disaster linkages understood and 4) the demonstration of disaster risk reduction initiatives that make communities safer.
Main responsibilities
Reporting directly to National Project Director SC - DRR, the National Project Manager will be responsible for the day-to-day operational management of the “SC-DRR” project in line with the Project Document as well as UNDP policies/procedures. The NPM will keep the NPD up to date on project progress, implementing issues, emerging risks/problems as well as suggesting necessary remedial actions.
Specific Duties and Responsibilities
The National Project Manager will be responsible for the following duties:
- Prepares, maintains updates and ensures implementation of quarterly and annual implementation plans (AIP) for the project and submit these to the NPD and UNDP country office for clearance;
- Ensures that all agreements with Partners are prepared, negotiated and agreed upon based on the prevailing Government regulations and procedures and in line with UNDP policy and procedure;
- Drafts TORs for key inputs (i.e. personnel, organizations, sub-contracts, training, and procurement) under the responsibility of BAPPENAS, submits these to the NPD and UNDP CO for clearance and administers the mobilization of such inputs;
- With respect to external project implementing agencies:
1. Ensures that these agencies mobilize and deliver the inputs in accordance with their letters of agreement or contracts
2. Provides overall supervision and/or coordination of their work to ensure the production, quality and timeliness of the expected outputs
- Assumes direct responsibility for managing the project budget as Committing Officer, by ensuring that:
1. Project funds are made available when needed, and are disbursed properly
2. Expenditures are in accordance with the project document and/or existing project work plan 3. Accounting records and supporting documents are properly kept
4. Required financial reports are timely prepared
5. Financial operations are transparent and financial procedures/regulations for NEX projects are properly applied
6. Prepared to respond to audits and interact with auditors at any time
- Assumes direct responsibility for managing the physical resources (e.g. vehicles, office equipment, furniture, stationary, etc) provided to the project by UNDP;
- Supervises project staff and local or international experts/consultants working for the project; and
- Drafts project progress reports of various types (e.g. quarterly report, annual report, and the Final Project Report) as scheduled; and organize review meetings as well as evaluation missions in coordination with UNDP.
Qualifications
- Master degree in development economics, urban and rural planning, or other relevant fields of study; with minimum 3 years of professional experience, preferably in the field of development;
(or)
- Bachelor degree with minimum 7 years of professional experience, preferably in the field of development;
- Demonstrated strong familiarity with development projects and UNDP programmes in Indonesia;
- Knowledge of disaster risk reduction and experience in implementing disaster risk reduction projects and programmes are assets;
- Strong knowledge and experience in project management are essential;
- Good inter-personal and team building skills;
- Full time availability for project management duties is essential;
- Familiar with Government and UNDP procedures;
- Fluency in written and spoken English is an absolute necessity;
- Fluency in written and spoken Bahasa Indonesia is required; and
- Demonstrated up-to-date computer skills required.
